SEPAC (Special Education Parent Advisory Committee)

The Council Rock Special Education Parent Advisory Committee (SEPAC) is organized to provide guidance, support, resources and information  for parents and guardians of classified students, through a dialogue between parents, guardians and district Special Services personnel.

“A local SEPAC provides direct input to school district leaders about policies, programs, practices, and services that have an impact on students with disabilities and their families.  Its purpose is to advise, advocate, and offer guidance, not to decide policy. These groups are advisory. SEPACs do not have formal authority to issue directives or set policy.  Rather, they make recommendations and provide guidance that can be used by decision makers and local leaders.

SEPAC Meeting Summary – Spring 2026

The Council Rock School District Special Education Parent Advisory Council (SEPAC) met in March 2026 to gather feedback from families regarding their experiences with special education programs and services. During the meeting, parents participated in breakout discussions focused on four areas: Academic Experience, Social Inclusion & Independence/Daily Functioning, Communication & Navigating the System, and Areas for Improvement.

Families shared many positive experiences, particularly highlighting strong relationships with teachers, case managers, and instructional assistants. Parents noted that supportive school teams and open communication play an important role in helping students succeed.

Academic Experience

Parents shared that students benefit from individualized supports, strong communication with teachers, and strategies that support executive functioning and organization. Families also emphasized the importance of engaging learning experiences, mental health supports, and regular communication about student progress.

Social Inclusion & Independence / Daily Functioning

Parents expressed appreciation for existing inclusion efforts such as buddy programs and unified activities. Families also discussed the importance of peer connections, participation in school events and extracurricular activities, and opportunities that help students develop independence and real-world skills through experiences such as community-based instruction.

Communication & Navigating the System

Parents shared that communication tools such as communication logs and informational webinars are helpful for staying connected with school teams. Families also suggested improving website navigation, making resources easier to find, and providing guides that help parents understand roles, processes, and available supports within special education.

Areas for Improvement

Families also discussed broader opportunities for growth across district practices, including increasing consistency across schools, strengthening communication during key processes such as evaluations and IEP meetings, improving access to parent resources, and continuing to expand inclusive opportunities for students with disabilities.

The feedback shared through SEPAC helps guide ongoing efforts to strengthen programs, improve communication, and support inclusive opportunities for students with disabilities across Council Rock. The district values the continued partnership with families and looks forward to continuing this important dialogue.
