The Special Education Plan is a compliance document required to be submitted to the state every three years. This document does not encompass all of the initiatives and accomplishments of the department but, rather, answers compliance questions posed by the state.

To ensure this compliance document is as thorough and comprehensive as possible, several meetings with stakeholders were held over the course of the prior months to discuss the areas of Least Restrictive Environment (p. 12-16), Positive Behavior Support (p. 18-19), and Special Education Personnel Development (p. 339-354).

JANUARY 22, 2025

During the Special Education Plan Planning Meeting on January 22, 2025, parent participants collaborated to provide input on the Positive Behavior Support element of the 2025-2029 Special Education Plan.

Posted below is a document that provides a snapshot of the suggestions and feedback provided by parents at the January 22 Planning meeting.  The numbers in parentheses indicate the frequency at which an idea appeared in the feedback documentation provided by parent participants.

FEBRUARY 19, 2025

During the Special Education Plan Planning Meeting on February 19, 2025, parent participants collaborated to provide input on the Personnel Development and LRE elements of the 2025-2029 Special Education Plan.

FEBRUARY 26, 2025

STEERING COMMITTEE MEETING

PDE requires a stakeholder "steering committee" be assembled to review the Special Education Plan while it is in a draft form.  The purpose of this steering committee is to ensure that the indicators align with the reality of student needs across special services classrooms throughout Council Rock.  This step precedes a formal presentation to the school board of the Special Education Plan, giving the committee ample opportuniity to share feedback, ideas, questions, or issues.

The 2026 -2029 Special Education Plan will be made available for public review beginning Tuesday, March 25.  The Plan will be presented to the school board at the March 27 Education Committee meeting.
